The Guam Public Safety Broadband Network (Guam PSBN) is an island-wide program to prepare Guam for the design, deployment and operation of the Nationwide Public Safety Broadband Network (NPSBN), the nation’s first dedicated high-speed wireless broadband network for public safety.
 
Built on a single reliable and interoperable platform, the network will provide first responders with mission-critical, high-speed data services (location information, images, video, and maps) to supplement the voice capabilities of land mobile radio (LMR) networks. Utilizing the most advanced long term evolution (LTE) wireless technology as well as existing infrastructure when possible, the network will support faster, better-coordinated emergency response across local jurisdictions; state, territory, and tribal lines; and US borders.

Why FirstNet?

Built on a single reliable and interoperable platform, the network will provide first responders with mission-critical, high-speed data services (location information, images, video and maps) to supplement the voice capabilities of land mobile radio (LMR) networks. Utilizing the most advanced long-term evolution (LTE) wireless technology as well as existing infrastructure when possible, the network will support faster, better-coordinated emergency response across local jurisdictions; state, territory and tribal lines; and US borders.

With an authorized budget of $7 billion, FirstNet will build and maintain the core broadband network plus the radio access network (RAN) of each state that opts to participate in the federal program, realizing costs through sales of radio spectrum, subscriber fees, and fees from excess network capacity leases.

Guam Public Safety Broadband Network (Guam PSBN) is a program to prepare Guam for the design, deployment and operation of the Nationwide Public Safety Broadband Network (NPSBN), the nation's first dedicated high-speed wireless broadband network for public safety.  
 
With $529,300 in initial federal funding from the State and Local Implementation Grant Program (SLIGP) allocated to Guam Homeland Security/Office of Civil Defense, efforts to increase education of the PSBN and collect the needs and requirements of the island’s first responder community are underway.

The FirstNet State Point of Contact for Guam is Bradley A. Hokanson with guidance from the Interoperable Communications Working Group (ICWG), has been instrumental in the forward movement of the network for Guam.
